Both are sealed public roads, so yes. Gibraltar narrows to a lane and a half above the Mission, with blind left-handers and cyclists in packs on weekend mornings, so climb it early and give them room. Highway 154 over San Marcos Pass is the faster way through to Los Olivos and the tasting rooms. The unpaved fire roads off either one are the exception — no dirt, ever.
Where should I park something wide in downtown Santa Barbara?
The city structures off Anacapa and Chapala are the safe answer: full-height decks, end bays by the stairwells, and a posted time limit the chalk crew genuinely enforces. Funk Zone surface lots sit closer to the wharf, though the bays are tighter.
